
Lic. Carlos Eduardo Treviño Chapa
Born in Monterrey, Nuevo León, he established in Mexico City to pursue his professional studies. Obtaining the Bachelor of Laws degree from the Universidad Intercontinental (class of 1997-2002). From his first year as a professional student, he ventured into the extinct Attorney General’s Office (PGR now FGR) to join the Advisory Coordination of Subprocurador Everardo Moreno Cruz who became the National Leader of dominant party (PRI) and Presidential Pre-candidate 2006-2012. Subsequently, he worked as an intern in the private Law firms of Dr. Jorge Eduardo Pascual López, as well as in “Domblas y Abogados,” where he worked directly with its founder Lic. Jorge Antonio Domblas González+. After obtaining his degree, he participated again within a mining case related to Grupo México (SICARTSA). Later, he joined the Tax Administration Service (SAT) as an attorney, holding various leadership positions in both the Southern and Central Local Administrations. He worked in the Legal Department, specifically in the Subadministration of Amparo, Criminal and Special Affairs, as well as in the Collection Department, particularly in the Subadministration of Coercive Collection. Under his leadership, over 120 Notifiers-Executors operated, managing an outstanding portfolio of more than 50 billion pesos. Notably, he established the first investigative unit for coercive collection, achieving tangible results in revenue efficiency.
After accumulating extensive experience in nullity trials, amparo proceedings, and revocation appeals, as well as in administrative execution procedures (PAE) and tax offenses, he founded the law firm Treviño, Garduño y Asociados. During the following ten years, he primarily practiced in the fields of tax, administrative, civil, and criminal law, in that order, as a private practitioner. The client base included top clients, and general experiences were both positive and productive.
Upon dissolving their partnership, he joined the General Directorate of Parliamentary Support of the Chamber of Deputies of the General Congress of the United Mexican States to provide technical support to the committees. He was selected from profiles proposed by all areas of the Chamber of Deputies (including the Center for Legal Studies and Parliamentary Research-CEDIP) to be commissioned in the substantiation of the political trial instituted against Rosario Robles Berlanga. As a result of this activity, he was invited to work directly with the then Federal Deputy Pablo Gómez Álvarez (now Head of the Financial Intelligence Unit-UIF) to draft opinions on impeachment and removal proceedings. Notable cases include those of the former Governor of Tamaulipas, Francisco Xavier Cabeza de Vaca; the former Delegate of Coyoacán, Mauricio Toledo; former Senator Cruz Pérez Cuéllar; and former Federal Deputy Saúl Huerta Corona, as well as the potential impeachment of the Attorney General of Morelos, Uriel Carmona Gándara.
He returned to private practice in late 2020, offering tax, administrative, and public, political, and private advisory services. He also had the honor of teaching Criminal Procedural Law classes at his alma mater www.uic.mx.
With a strong command of the English language and familiarity with North American traditions, this attorney resided in the United States, specifically in McAllen, San Antonio, and Houston, Texas, during his early life. His father, Agricultural Engineer Herminio Carlos Treviño Emanuelson+, played a pioneering role in establishing the first MASECA plant in the U.S. (Edinburg, Texas). Additionally, he honed his English skills at Colegio San Patricio in Monterrey sanpatricio.edu.mx, where he completed elementary and middle school.
From a northern family lineage, this attorney combines scientific inclinations with revolutionary influence. He is a descendant of General Jerónimo Treviño+ and has political ties through his great-uncles Raúl and Generoso Chapa+, who tragically perished in an airplane crash on the outskirts of Monterrey (Cerro del Fraile) in 1969. These great-uncles were accompanying Lic. Carlos Alberto Madrazo Becerra+, who was poised to become the next President of the country.
Artistic influence also runs in his veins, as he is the nephew of Martha Chapa Benavides, a painter, writer, and chef with over 30 gastronomic books published and acclaimed worldwide. During his professional studies in Mexico City, he shared a close relationship with his aunt, allowing him to travel and interact with renowned figures from both the public and private spheres. His uncle Gerardo Chapa Benavides, who served as Deputy General Director of Cartier-Mexico for over 20 years, shares his passion for gastronomy and has several published titles in this field.
From the practice of law, he has endeavored to remain true to his roots, passionately embracing professional development through continuous learning and exploration.
